KATHMANDU: Additional Inspector General Kuber Singh Rana has been promoted to Inspector General of Police with effect from tomorrow when incumbent IG Rabindra Pratap Shah retires.
In order to give a message that coalition partners, the Unified CPN-Maoist and the United Democratic Madhesi Front, are one on the name of the new top cop, Deputy Prime Minister and Home Minister Bijaya Kumar Gachhadar himself proposed Rana’s name in today’s Cabinet meeting.
Minister for Information and Communications Rajkishor Yadav said DPM’s proposal was unanimously approved. “There was no dispute as reported in the media,” Yadav said when asked how the prime minister and the DPM reconciled their differences on who should be the top cop. Media reports had suggested that the DPM wanted AIG Bhishma Prasai, third in the seniority list, to succeed Rabindra Pratap Shah, while the PM wanted Rana, first in the seniority list, to be the new IGP.
Kuber Singh Rana, who joined the police force in April 1983, will also serve as the Head of Nepal Central Bureau- Nepal, a contact point of Interpol.
In his career in the law enforcement agency spanning over 28 years, he is known for zero tolerance on corruption. Rana has served as Metropolitan Police Commissioner, chief of Eastern Region Police Office in Pokhara, Director of Training Directorate in Nepal Police Headquarters, chief of Narcotics Drug Control Law Enforcement Unit, and chief of two zonal offices and seven district police offices.
He was promoted to the post of AIG on 22 June 2011 on the basis of seniority after Rabindra Pratap Shah was appointed IG.
In his professional career, IG Rana, who was born in Baugha Gumba of Palpa on 21 July 1960, has undergone more than 25 basic and specialised training courses on security, crime investigation and policing at home and abroad. He has been decorated with 16 medals and awards to recognise his policing work.
Despite his praiseworthy track record, he was not free from controversy. He was an accused in the killing of five youth in Dhanusha in October 2003 during the Maoist insurgency when he was SP of District Police Office, Dhanusha. His promotion as AIG was also challenged in the Supreme Court.
However, on August 13 the apex court upheld the promotion stating that there was no ground to cancel it, as nobody had challenged his promotion to SSP and DIG, clearing the way for Rana to become IG.
A senior police official said fighting organised and cross-border crime, proliferation of small arms, smuggling, politicisation of crime and criminalisation of politics, factionalism within the force and political intervention in policing will be the challenges for the new IG, who graduated from TU in 1982.
