शुल्क विवरण लुकाएर किन उपभोक्तालाई मुर्गा बनाउन खोजेको?

केही व्यापारीहरु अहिले अस्कर अवार्डका लागि भिडे झैँ देखिन्छन्। नेपाल उद्योग वाणिज्य महासंघले गर्न लागेको नेसनल एक्सिलेन्स अवार्ड २०७० का लागि नेपाली कम्पनी र बहुराष्ट्रिय कम्पनी गरी १० वटा ब्रान्ड मनोनयनमा परेका छन्। व्यापारीहरुको यो संस्थाले सर्वसाधारणलाई एसएमएसबाट भोट दिन आह्वान गर्दै

विज्ञापन पत्रपत्रिकाहरुमा छापिरहेको छ। केही कम्पनीहरुले पनि हाम्लाई भोट देऊ है भन्दै विज्ञापन छापिरहेका छन्। यस्ता विज्ञापन छाप्नेहरुलाई उपभोक्तालाई ठग्ने नियत राखेका छन्। नभए एसएमएस गरेवापत् यति पैसा लाग्छ है भन्ने जानकारी किन उनीहरु दिइरहेका छैनन् ?

त्यसो त भोट फेसबुकमा पनि दिन पाइन्छ। फेसबुकको भोटिङमा आपत्ति हुने कुरा भएन। एउटा निश्चित देशका लागि मात्र गरेको स्पष्ट लेखिएको अविश्वसनीय साइटमा हुने क्युटबेबी फोटो प्रतियोगिताको त लाइक रिक्वेस्ट भइरहेको छ। पाउँदै नपाइने पुरस्कार पाइन्छ भन्ने आशाले फलानोको छोराछोरीको फोटोलाई लाइक गर्देऊ भन्दै भोट माग्दै गरेको त देखिन्छ भने देशका ठूल्ठूला कम्पनीहरुले भोट माग्नु आपत्तिको विषय हैन। आफूलाई मनपर्ने ब्रान्डमा लाइक गरिदिनु पनि ठीकै हो। कसैलाई वाइवाइ मन पर्ला, कसैलाई चोको फन मन पर्ला, कसैलाई जगदम्बा राम्रो लाग्ला। तर एसएमएस भोटिङमा भने भोट माग्ने व्यापारीहरुको संस्था र व्यापारीले एसएमएस गरेवापत् उपभोक्ताको कति पैसा काटिन्छ भन्ने खुलाउनै पर्छ। यो इमान्दारी देखाउनु जरुरी छ। तर विज्ञापनहरुमा यो खुलाएको देखिन्न।

हेर्नुस् पत्रपत्रिकामा छापिएको महासंघको विज्ञापन-

यी विज्ञापन हेर्दा लाग्छ, मानौँ सित्तैमा एसएमएस हुन्छन्। तर हैन, यस्ता एसएमएस सित्तैमा हुँदैनन्। टेलिकम कम्पनीले भ्यालु एडेड सर्भिस (VAS) का रुपमा राखेको यस्तो सेवा प्रयोग गर्ने उपभोक्ताले नर्मल र प्रिमियम गरी दुई किसिमको शुल्क तिर्नुपर्छ। नर्मल भन्नाले सामान्य रुपमा तपाईँले आफन्त वा साथीभाइलाई पठाउँदा लाग्ने एसएमएस रकम (१ रुपियाँ+ कर = झण्डै १ रुपियाँ २५ पैसा) हो। प्रिमियममा त्योभन्दा बढी खर्च हुन्छ १० रुपियाँसम्म। यहाँ हेर्नुस् कुन नम्बरमा गर्दा कति लाग्दो रहेछ रकम-

नेपाल टेलिकमको साइटमा माथि उल्लेख गरिएको नम्बर ७३३७ बारे कुनै उल्लेख छैन। टेलिकमलाई बोनस खाँदै ठीक्क होला, अनुमति दिइएका नयाँ नयाँ नम्बर र लाग्ने शुल्क अपडेट गर्न के फूर्सद हुनु।

त्यसो भए व्यापारीलाई अवार्ड जिताउन हामीले पैसा खर्च गर्नुपर्ने चाहिँ कति हो त ? त्यो नम्बरमा शुल्क नर्मल लाग्छ कि प्रिमियम ? यति शुल्क लाग्छ नभनी एसएमएस गराई भोट माग्नु उपभोक्तालाई ठग्नु हो।

फेरि हाम्रो पैसा खर्च गरी गरी किन ती व्यापारीहरुलाई अवार्ड जिताउनु पर्‍यो ? उनीहरुको उत्पादन किनेर, प्रयोग गरेर, उनीहरुलाई नाफा खुवाएर पुगेन, अवार्ड पनि हाम्रै पैसाले दिलाउनु पर्ने ? गुणस्तरीय उत्पादन देऊ, राम्रो सेवा देऊ, हामी उपभोग गरिदिन्छौँ, त्यसैबाट स्वस्थ व्यापार गरेर नाफा पनि खाऊ, बित्थामा अवार्डको लागि हाम्रो पैसा नमाग !

मिडिया पनि उस्तै

व्यापारीहरुको संस्था र व्यापारीहरु मात्र हैन मिडिया पनि उस्तै छ। टेलिभिजन र एफएमहरुमा जनमतका नाममा वाहियात प्रश्न सोधेर गर्ने एसएमएस पोलहरुमा कति पैसा लाग्छ भनेर खुलाइएको हुन्न। खासमा जनमतको नाममा उनीहरुले तपाईँबाट पैसा कमाउने मात्रै हो। माथि हे्र्न सक्नुहुन्छ जनमत सर्वेक्षणमा एसएमएस गरेवापत् पाँच रुपियाँसम्म पनि असुल्ने रहेछन्। ५ रुपैयाँमा टेलिकम कम्पनी, सफ्टवेयर प्रोभाइडरले निश्चित रकम बाँडचुँड गरेपछि बाँकी पाउने उनीहरुले नै हुन्।

जाग प्राधिकरण जाग !

यस्ता विकृति नियन्त्रण गर्न टेलिकम क्षेत्रको नियामक संस्था नेपाल दूरसञ्चार प्राधिकरण सक्रिय हुनुपर्ने हो। उसले यस्तो यस्तो कामका लागि यतिभन्दा बढी रकम लिन पाइन्न, कति रकम लिने हो उपभोक्तालाई स्पष्ट जानकारी दिनुपर्छ भन्ने नियम बनाइदिनु पर्ने हो। यति रुपियाँ लाग्छ भन्ने थाहा पाएपछि उपभोक्ताले मन लागे पठाउँछन् मन नलागे पठाउँदैनन्। पठाउने/नपठाउने स्वतन्त्रता उनीहरुमा हुन्छ। तर जानकारी नै नदिई लुकाउनु त हद अव्यावसायिक काम भो नि। तर पुरानो ब्लु स्टार होटलमा बनेको कम्प्लेक्समा अफिस खोलेर बसेको प्राधिकरणले यस्तो विषय बाल मतलब गरेको देखिन्न। आखिरमा मर्कामा पर्ने त हामी सोझासिधा उपभोक्ता मात्रै
